Working Together to Ensure Safety on Florida Roadways.
The Florida Department of Highway Safety and Motor Vehicles (FLHSMV) is responsible for compliance of Federal Motor Carrier Safety Administration Regulation 49 CFR, Part 383 and Chapter 322, Florida Statutes . FLHSMV does this by monitoring all Third Party Administrators and Third Party Testers who administer the commercial driver license (CDL) skills test.
Third Party Administrators and Third Party Testers are an essential component of the CDL program for the state of Florida as defined below.
- A Third Party Administrator is a company contracted by the FLHSMV. An example of a Third Party Administrator would be a company that provides their own testing.
- A Third Party Tester is an individual worker certified by the FLHSMV to administer the CDL skills test on behalf of the administrator.
